FPC has no rules and no consistency. FPC members change every season. FPC is not a single body. FPC is a bunch of isolated individuals who mostly look after their own/their country's/friends' interests. I don't know what's going on in their internal conversations, but it's obvious that the lack of leadership is strongly felt. No one wants to take on responsibility and extra work.
