FPC has no rules and no consistency. FPC members change every season. FPC is not a single body. FPC is a bunch of isolated individuals who mostly look after their own/their country's/friends' interests. I don't know what's going on in their internal conversations, but it's obvious that the lack of leadership is strongly felt. No one wants to take on responsibility and extra work. We have what we have.
