Com base no tamanho, as federações podem obter vagas neste grupo. Se a federação tiver vagas, o presidente da federação escolhe os usuários que representam essa comunidade no comitê de fair play.
Um dos trabalhos mais importantes do comitê de fair play é analisar relatórios sobre negociações desleais.
