I distinctly remember FPC saying many times that salary drops are against the rules. If you need to fire a player, you fire him. Against the rules to trade him as a salary drop.

When were they changed? Overnight, by FPC?

The logic is that Rules are written black and white, in the manual. It does not mean the other parts of the manual are perfect. We can encourage the Admin to update, and also the game itself is still updating so fast, that everyone here is still adapting to the new engine consistently.
